Overall purpose of role

  • As part of the Data, Controls and Transformation vertical of the Controllership CoE of the FTC, the role has primary oversight for key aspects of Planning, Stress Test execution (Both internal and External) for Balance Sheet, NII, Operational Risk and Treasury Interlock with added focus on Barclays UK as a key reporting entity. This role entails engagement with Senior Stakeholders (ie) AEs, Controller for BUK and members of ALM/FLM and extends to Data, process, controls as well as  providing reporting capability for planning & stress testing results
  • This covers the preparation of internal and regulatory stress aligned deliverables
  • Owns and drives the implementation, capability development and maintenance of the Group Stress Testing and Oversight

Key Accountabilities

  • Accountable for delivering a common delivery framework across business units, plus the wider execution of processes and controls for plans and stress tests, monitoring progress, and delivery of the stress testing results including:
  • Efficient data provisioning, review, challenge & control
  • Standardised report production
  • Providing data integrity checks and high level performance commentary
  • Interaction with supporting data providers to ensure effectively delivery of the delivery framework
  • Oversight of data and infrastructure management including system and data controls
  • Monitoring and escalation of delays or execution issues for resolution

Person Specification

Essential Skills/Basic Qualifications:

  • Experience of planning & stress testing exercises, knowledge of regulatory requirements i.e. BoE Stress Testing, ICAAP requirements at another major firm
  • Knowledge of key components of Capital Stress testing i.e. Credit Risk, Market Risk, Operational Risk, Income forecasting, Capital Requirements etc.
  • Highly developed problem solving skills.  Demonstration of proposing innovative solutions to problem statements or facilitating SME judgements to arrive at appropriate conclusions
  • Ability to understand and analyse complex problems and execute a plan to deliver effective tactical and strategic solutions.

Purpose of the role

To develop and implement the bank's financial plans and stress testing methodologies by assessing the bank's resilience under various economic scenarios.  

Accountabilities

  • Development and implementation of stress testing methodologies and analysis of the results to identify potential vulnerabilities, assess capital adequacy, and inform risk mitigation strategies.
  • Management of the bank's financial risks, including development and implementation of risk management strategies and communication of financial risks to relevant stakeholders.
  • Analysis of the bank's capital position and assessment of its ability to meet regulatory capital requirements, development of capital management strategies to optimise capital utilisation and evaluation of the impact of capital allocation decisions on the bank's risk profile and financial performance.
  • Orchestration of process cycles for the Planning and Stress Testing FTC and project managing delivery of the Planning Process and stress tests).
  • Documentation of requirements prescribed by the Regulator, Process/Data Owner Tracking and reporting cycle progress via P&ST Steer Co, POC, Working Groups and the workflow tool.  .
  • Management of data, dataflows and data quality from contributors - input through to report submission.    .
  • Management of BAU systems to enable a quick outcome and iterative generation of Capital or Funding plans and separately drive process reengineering initiatives.    .
  • Ownership of the control's environment, standards, conformance, partnering with BIA to ensure the FTC meets its controls and governance objectives.   .
  • Provision of ongoing governance support including but not limited to Regulatory liaison, Group & BBUK Board engagement, Group Attestation & KPMG engagement.

Director Expectations

  • Provide expert advice to senior functional management and committees to influence decisions made outside of own function, offering significant input to function wide strategic initiatives.
  • Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.
  • Escalates breaches of policies / procedure appropriately.
  • Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence.
  • Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate.
  • Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives.
  • Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives.
  • Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations.
  • Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area.
  • Negotiate with and influence stakeholders at a senior level both internally and externally.
  • Act as principal contact point for key clients and counterparts in other functions/ businesses divisions.
  • Mandated as a spokesperson for the function and business division.
