About Private Bank (PB) Chief Operating Office (COO)

The PB COO function has recently been formed within BX (Barclays Execution Services), bringing together the BD&C (Business Delivery & Controls), Operations and Technology teams all under one Transaction Cycle (TC); supporting and enabling the Private Bank globally. The bringing together of front-to-bank functions has created the opportunity to pivot the organisational design to be aligned to the client journey, as well as by product and geographical locations / platforms. It has also created the opportunity to re-position the role of the COO within PB from being an extension of the business to being a genuine strategic partner to the business; carefully balancing the needs of clients, the business, colleagues and shareholders.

­­­­­­­­­­­­­­Overall purpose of role

Within the Private Banking Services division of Barclays, the Swiss Private Banking team offers bespoke banking and investment solutions to high net worth individuals across the globe. It provides a comprehensive range of investment advice across all asset classes, wealth structuring advice and banking services. It operates in both onshore and offshore markets and is organised around market-focused teams covering Africa, Europe, the Middle East and Monaco.

The primary objective of this role is to support the Front Office and Investment Product supervision framework. To drive heightened levels of compliance with regulatory, reputational, control & governance demands, leading to superior client experience and client-banker engagement. As such the team is an embedded part of the ‘1st Line of Defence’ of the Barclays Group approach to risk management.

Key Accountabilities

Control and Governance

  • In collaboration with the other team members in Control Delivery, the role holder will be required to define, implement, review and improve the controls and risk management processes required to effectively support client-facing and product teams in delivering a strong and consistent risk management and control environment.
  • The role holder must enforce the risk management focus in order to ensure that the Business can effectively manage and monitor its own risks and performance in this regard, without unnecessary intervention from 2 LOD  Control Functions (e.g. Operational Risk, Compliance, etc.) who should act in an advisory and oversight capacity only.  In managing risks and performance it is important that the role can analyse and identify gaps in business processes and systems flows to ensure that these are appropriately escalated and addressed.
  • The role holder must establish controls and metrics that enable clear visibility of risks and behaviours within the business and ensure that issues are identified and escalated to line management as well as to appropriate governance forums, whilst maintaining consistency of approach across the Private Bank.
  • The role holder will participate in contributing to the coordination of risk management across the Swiss and (where required) Europe platform, providing subject matter expertise and management of projects and initiatives beyond those encountered by client-facing teams and encompassing the functions and teams that comprise Private Bank Europe as a whole.

Business Risk Change Management

The Role Holder will support and drive forward the organisational change agenda.  This engagement will include provision of subject matter expertise, process redesign and implementation, as well as traditional project management in a business risk management capacity. 

The Business Risk Manager will provide direction in all aspects of Business Risk Management, supporting definition and embedding of new policies and procedures while also driving consistency of approach across the platform

Risk and Control Objective

Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

Essential Skills/Basic Qualifications:

  • A successful candidate will be well versed in all aspects of Sales Process, Conduct Risk, and Operational Risk, and be able to apply this within a Wealth Management / Financial Services context
  • The ideal candidate will have experience in the wealth management industry (preferably investment management, asset management and/or compliance and risk management functions). Experience in the financial sector or another regulated sales environment is essential.
  • A demonstrable understanding of European and Swiss regulatory framework and experience of the practical application of regulations is desirable.
  • The successful candidate will be able to demonstrate a high degree of commercial awareness
  • Candidates should have experience of reviewing and evaluating current “as is” work flows and acting to automate and improve accuracy and efficiency. They must have direct experience of understanding and implementing process change delivery
  • Excellent relationship management skills are an essential part of this role, including interaction with senior stakeholders.
  • Strong knowledge of VBA-based analysis tools
  • Strong numerical and analytical skills
  • The successful candidate will have experience of project management

  • A degree level qualification or equivalent.

Language skills:

  • Strong English language skills are essential, good working knowledge of French is preferred
