About Luxembourg Treasury

Barclays has a team of 23 Treasury professionals based in Luxembourg, who are part of the bank’s wider Principal Structuring and Investments team. Treasury activity carried on in Luxembourg can be classified into three broad areas, Collateral Management, Intra-group Funding and Structured Credit.

The Luxembourg Collateral Management team is made up of securitisation professionals, who are responsible for structuring, arranging and managing retained balance sheet securitisations of assets originated by Barclays Bank PLC (corporate loans, commercial property loans and high net worth mortgage loans).The team is supported by a Luxembourg based Middle Office team, together with dedicated IT and Finance teams. 

Luxembourg Treasury uses retained securitisation notes to raise liquidity for the Barclays group through repo and collateral upgrade transactions with a wide range of market counterparties.

Luxembourg Treasury also provides long term funding to other parts of the Barclays Group as part of the overall Treasury strategy to manage the key financial resources of Barclays.

Overall purpose of role

The primary focus of the role is to support the ongoing management and growth of the Barclays Luxembourg Collateral Management business. Specific responsibilities include:

oBe the primary point of contact in the Collateral Management team for the post-deal administration of securitisations, including monthly replenishments and reporting;

oAssisting with structuring and executing new securitisations, including asset analysis, transaction modelling and data analysis for credit rating agencies;

oAssisting with executing secured financing / collateral upgrade transactions with internal and market counterparties;

oAssisting with ad-hoc queries from internal and external stakeholders relating to the securitisation programmes and collateral upgrades;

oWorking closely together with IT and Middle Office teams to drive improvement of the management of the securitisations;

oPerforming portfolio analysis and answering data queries to provide advice on the use of available assets on Barclays’ balance sheet for existing securitisation programmes;

oEnsuring adherence to and seeking to continually strengthen the control framework impacted by our activities.

Key Accountabilities

oOwnership of post-execution periodic events for the live securitisations, including daily credit quality montoring, monthly replenishment, monthly reporting and annual audit, and responding to general queries from other Barclays teams;

oAssisting with execution and post-deal management of secured funding and collateral upgrade transactions;

oMaintenance of non-transaction specific activities required to support the business, including providing and building out management information and reporting;

oProviding analysis to support the growth of the collateral management platform;

oEnsuring that all business activities are carried out in compliance with the firm wide, and business specific conduct, risk & control limits and expectations.

Stakeholder Management and Leadership

oInteraction with senior business and Infrastructure management at both Director and Managing Director level (including BI Treasury, Investment Bank, Corporate Bank and Private Bank);

oProvide subject matter expertise to Finance, Accounting, IT and Middle Office teams;

oBe able to develop and maintain strong relationships across a broad range of stakeholders to ensure that the business receives the required levels of technical and practical support to meet its goals;

oBe able to understand complex ideas quickly and communicate them to non-specialists clearly so that they can understand the impact of their areas and what is required of them. For example, explaining the structure of a securitisation and replenishment logic and working with IT and Middle Office to ensure transaction documentation is captured correctly and efficiently in the operational infrastructure.

Decision-making and Problem Solving

oBarclays Luxembourg Collateral Management has responsibility within Barclays for the management of Barclays International’s retained balance sheet securitisations and coordinates the management of the securitisations with numerous internal teams involved. A key success factor for the role is to effectively coordinate with internal teams involved to move actions forward;

oBe able to analyse large data sets and the impact of adding/removing/substituting assets to existing securitisations or setting up new securitisations;

oUnderstand corporate loan data (credit risk, interest rate risk, concentration risk, historical performance) provided from other areas of the bank and identify and explain issues or opportunities with this data.

Risk and Control Objective

Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

The successful candidate should be:

oHighly numerate with strong attention to detail and the ability to perform tasks quickly and accurately

oPro-active mindset and highly driven to strive for continuous improvement

oCollaborative approach, with a record of developing constructive working relationships with a wide range of stakeholders

oA proven problem solver that is able to manage competing tasks and stakeholders in a time constrained environment

oA strong communicator, able to understand complex ideas and then communicate them clearly to a non-specialist audience across a range of corporate grades (analyst to MD) and Infrastructure teams

Essential Skills/Basic Qualifications:

oDegree or equivalent experience, ideally with some Finance or Economics element

oStrong analytical skills, particularly ability to distill relevant information from large data sets

oAbility to communicate complex transactions to a broad range of internal stakeholders, including senior management

oMinimum of two years’ finance experience, ideally gained working in an investment bank, investment fund, accounting firm or credit rating agency

oProficient to advanced user of MS Excel

oExcellent written and spoken English
