About CRES

CRES operates within GCOO and is a centralised, global function, which supports the business by delivering and operating its real estate strategy. CRES has an operational presence in over 50 countries, comprising c.540 internal and c.11,000 outsourced colleagues. CRES is diverse in its specialisms covering everything from Location Strategy, Portfolio Optimisation, Workplace design, Engineering, Facilities and Construction Project Management to Environmental Management, Security, Travel, Health & Safety, Risk & Control and Supplier Management.

Overall purpose of role

  • To implement the Global Strategy and Policies, providing industry best practices in Mechanical,Electrical and Controls engineering activities, from strategy through design to build and implementation. Optimise asset management of engineering plant and equipment;

  • Assure the delivery of quality engineering services from the outsourced supply base;

  • To lead, own, manage and drive delivery of a programme of complex project assignments as determined by Group / Business strategy demand;

  • Minimise the risk of business interruption through engineering induced failures;

  • Constantly challenge the supply base to deliver best of breed engineering solutions;

  • Creating strong business links and relationships are integral to the success of this role; with the role holder tasked with developing these enabling relationships with the business and encouraging and nurturing the direct interface between our suppliers and business representatives, and end users.

  • Be responsible for ensuring that the appropriate data required for the production of the MI Dashboards is timely, accurate and fit for purpose

  • Ensure that the policies and standards for critical engineering are up to date and appropriate

  • Manages the strategic supplier relationship for engineering for the Barclays UK data centre portfolio within the UK and regionally as required.

  • Support Engineering lead in the Engineering vendor management and Engineering services of Barclays buildings throughout the UK. This includes c1600 retail branches and 100 buildings, covering 1.6 million square metres of space across the branch network, corporate offices, data and contact centres.

  • Provide governance frameworks for outsourced teams. Provide property technical expertise to our fellow CRES teams across the UK.

  • Manage the risk mitigation of key operational risks within the portfolio ensuring timely reporting and remediation to reduce the inherent risk to the business

Key Accountabilities

Strategy – 20%

Implements the strategic direction for engineering services in line with the Global Centre of Excellence for Engineering.

  • Review and recommend changes to the Regional Head of Engineering, of the outsourced service delivery contract.

  • Research and communicate best practice and emerging trends in Engineering

  • Develop the outsourced contract and look to share best practice with peers to deliver continuity of service across the region.

Asset Management – 15%

  • Optimises asset management of engineering plant and equipment

  • Develop with the outsourced supply chain an approach to the management and maintenance of all engineering assets which balances appropriate risk at least cost

  • Ensure - through the supply base - access to accurate asset information to enable the Bank to take strategic decisions based upon meaningful cost/risk parameters

  • Ensure through reporting that assets are being maintained, managed and a provision is in place for replacement through look ahead Capex planning. Provide recommendations to proposals for capital investment in replacement Engineering plant and equipment

Compliance Risk and business continuity – 15 %

  • Assures the delivery of quality engineering services from the outsourced supply base and minimises the risk of business interruption through engineering induced failures

  • Develop and implement efficient system/processes to ensure compliance to property statutory requirements and governance framework and all other Group Minimum standards.

  • Ensure the property governance framework is adopted and adhered to across all external engineering suppliers and that it is seen as value adding and effective.

  • Implement and manage third party audit strategy to measure contractual compliance against all engineering contract requirements and service levels.Provide the challenge to ensure that these service levels are dynamic and reflective of the changing business requirements and market advances

  • Take the lead role in the management of the following risk related activities:

  • The management of significant incidents; and

  • Major planned power-downs

Supplier Management – 25 %

  • Constantly challenges the supply base to deliver best of breed engineering solutions

  • Develop and implement the supplier management framework to ensure delivery of engineering services that fully meet Barclay’s business requirements.

  • Continually guide and support the out-sourced supply base to ensure development and improvement occurs in the technical engineering service delivery.

  • Review outputs of compliance audits and set targets for contractor’s improvement and corrective actions.

  • Apply the best in class standards to deliver competitive advantage to the business.

  • Proactively lead or support dealings with other property and FM specialist suppliers to provide technical support to FM service delivery

  • Provide Engineering support to Group strategic projects and other change initiatives as required.

Change Management - 25 %

  • Lead, support and enhance the output of cross-stream change management activities

  • When required, take ownership and lead assignment management role in CRES Engineering projects and coordinate cross-stream change management activities.

  • Identify and implement the best value procurement solution for every project, making best use of the outsourced model, negotiating the appointment of suppliers and working with the procurement team ensuring contracts are correctly established

  • Provide technical engineering support to CRES projects and other change initiatives as required.

  • Manage the implementation of business-drive changes to the portfolio of building and services, in a climate where building rationalisation and business staff reorganisation are enduring elements.
