About Chief Data Office (CDAO)

The CDAO has strategic accountability to foster an understanding of how data can be used to enable business data strategy through clear data platform, architecture, analytics strategy and roadmap: leads data management and design; drives prioritization and improvements in data quality; ensures adherence to data, record, NFRR and privacy policies standards and controls and informs this overtime.

Overall purpose of role

The role holder is responsible for leading the data design, modelling and execution of data driven initiatives to support business goals. Advisory and data delivery to support data design, business logical modelling and remediation.

  • Leading the development and execution of data driven transformation to support business goals.
  • Leadership of data design, logical modelling and remediation capability
  • Capturing business requirements and translate into technical data requirements.
  • Knowledge of Corporate & Payments business, related data flows, specific focus on reference and master data
  • Experience in Business/Data analysis and storytelling methods to present complex data issues in a simple and engaging manner.
  • Passion for and commitment to ensure data quality with meticulous attention to detail
  • Experience in data and operating model process re-engineering and ownership
  • Exposure to data integration design strategies both for internal and external customer usage

Key Accountabilities

  • Ultimately be accountable for all aspects of a data design and modelling ensuring value delivery and compliance to policy and standards.
  • Leading the development and execution of data driven transformation to support business goals.
  • Clearly define a data vision, objectives, milestones, and roadmap aligned to BU’s objectives and users’ requirements
  • Provide critical input for determining the specific governance of a data product, including scope, features, architecture, input, output etc.
  • Ensure the data transformation meets quality standards, including governance & controls standards, technical standards, SLAs etc., at inception and on an ongoing basis. This includes setting and acting on success criteria and monitoring metrics / KPIs.
  • Enable identification, escalation and resolution of any risks & issues associated with the data products, and reporting on them through the appropriate channels / forums
  • Definition of requirements and specifications for proposed data remediation efforts to meet regulatory commitments, risk controls and business objectives.
  • Recommendation and implementation of data management (metadata and data quality) improvement technologies and tools, including use of machine learning.

Stakeholder Management and Leadership

  • Engage and influence representatives across UK Corporate Bank Programs and Functions, assessing data product opportunities to contribute to multiple complex and critical strategic projects and defining and evolving the Data Product strategy and roadmap
  • Manage the Data Product lifecycle - coordinating with key stakeholders within the Data Product ecosystem (e.g. business, source data owners, development & production teams, CIO, EDP, CDO, CDA, COO etc) leading colleagues to collectively achieve the data product’s intended outcome
  • Provide expert advice to senior functional management and committees to influence decisions made outside of own function, offering significant input to function wide strategic initiatives.
  • Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.
  • Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence, escalates breaches of policies / procedure appropriately.
  • Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives
  • Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives.
  • Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations.
  • Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area.
  • Negotiate with and influence stakeholders at a senior level both internally and externally.
  • Act as principal contact point for key stakeholders and counterparts in other functions/ businesses divisions.

Person Specification

  • Industry experience in Data Management, Data Products or Data Solutions and where possible experience in setting up or transforming a Data Governance function
  • Excellent understanding of data concepts and data solution architecture processes and methodologies to drive scalable data products
  • Collaborating effectively with cross functional teams to assess and identify data opportunities to drive business value
  • Experience in shaping and driving scoping and prioritisation discussions where possible specifically in data products, data solutions and offerings based on criticality or materiality
  • Good understanding of and or experience in other data related capabilities including Data Architecture, Data Analytics, Data Modelling, Policy Assurance, Data Governance, Data Quality and Controls
  • Proficient in Microsoft Office Suite, specifically Excel, Word and PowerPoint
  • A proven track record of building strong and effective relationships with senior stakeholders
  • Excels at conflict resolution and decision making
  • Leading by example, fostering a culture of excellence, innovation, and collaboration within the data product team and driving continuous improvement
  • Experience leading / mentoring a high performing and efficient team with the different technical and functional skills across global locations

Essential Skills/Basic Qualifications:

  • Data Strategy and Business Architecture - Strong background in designing and implementing complex and scalable data products and data capabilities, preferably within the financial services sector
  • Proven experience in business data solution offerings with familiarity in Big Data and Cloud capabilities and working in cross-functional teams, preferably with at least 8+ years in data driven roles
  • User-Centric Mindset – understanding how data products solve business problems and drive business value
  • Excellent written and verbal communication and strong leadership skills
  • Good understanding of Data strategy with proven problem-solving skills to offer cross-function solutions

Desirable skills/Preferred Qualifications:

  • Techno-commercial background – ability to align data initiatives with business goals, domain knowledge in Global Transaction Banking preferable in conjunction with expertise in data products and /or scalable data solutions
  • Storytelling with Data - ability to communicate data strategies and insights effectively to both technical and non-technical audiences
  • Education – Bachelor’s or Master’s degree in Computer Science, Engineering, Business or related fields
  • Experience in leading small to medium size high performing and efficient data team with diverse technical and functional skills across global locations

Purpose of the role

To develop and lead the execution of business unit/function data strategy, ensuring the effective and efficient use of data to drive informed decision-making, support regulatory and control requirements, improve operational efficiency, and generate business value. 

Accountabilities

  • Definition and oversight of data governance and procedures to address control and regulatory requirements, including Data Privacy.
  • Definition and oversight of data analytics and insights that support the effective management of the business and well as driving commercial outcomes.
  • Development of a team of data professionals with expertise in data analytics, data engineering, data science, and other relevant disciplines.
  • Analysis of the bank's current data landscape, identify key data assets and gaps, and develop a roadmap for future data initiatives.
  • Monitoring team performance and setting clear performance expectations.

Director Expectations

  • To manage a business function, providing significant input to function wide strategic initiatives. Contribute to and influence policy and procedures for the function and plan, manage and consult on multiple complex and critical strategic projects, which may be business wide..
  • They manage the direction of a large team or sub-function, leading other people managers and embedding a performance culture aligned to the values of the business. Or for an individual contributor, they lead organisation wide projects and act as deep technical expert and thought leader, identifying new ways of working and collaborating cross functionally. They will train, guide and coach less experienced specialists and provide information affecting long term profits, organisational risks and strategic decisions..
