As part of the Finance team, you'll help shape Barclays' financial strategy through accounting, budgeting, financial forecasting, and analysis. Your expertise will support management, cash and debt management, and insurance, driving the financial health and success of the organisation.

Purpose of the Role:

The Head of Treasury is responsible for providing both strategic and operational leadership to safeguard Barclaycard Payments’ liquidity, funding, and risk management. The role ensures the business maintains adequate financial resources to meet its obligations, actively manages market risks through effective hedging, and delivers robust cash structures across multiple currencies at optimal rates. In addition, the Head of Treasury implements risk mitigation strategies to support sustainable growth, secures regulatory compliance, and upholds the financial resilience of the organisation.

Mission of the Role

To build and continuously enhance a robust Barclaycard Payments treasury operating model that safeguards liquidity and financial resilience, optimises funding and cash structures, manages market and counterparty risks, and enables scalable growth through strong governance, technology-led execution, and regulatory compliance, across all entities and jurisdictions.

  • Set treasury strategy, governance, policies, limits, and reporting across all entities and jurisdictions
  • Lead liquidity and cash management, including forecasting, stress testing, and liquidity KPIs
  • Optimise funding and capital structure, including intercompany funding and capital repatriation
  • Manage market and financial risks (FX, interest rate), including hedging strategy, execution, and oversight
  • Drive treasury technology, automation, and MI (TMS, APIs, dashboards, AI-enabled forecasting)
  • Ensure regulatory and prudential compliance, and act as trusted advisor to the CFO/CEO/Board on treasury matters

Key Responsibilities

Strategic Leadership & Treasury Governance

  • Develop and execute the Barclaycard Payments Treasury Strategy aligned with overall financial, risk, and business objectives.
  • Establish a central treasury governance framework defining policies, procedures, limits, and approval authorities across subsidiaries.
  • Design and maintain the Barclaycard Payments Liquidity Policy, Funding Policy, and Investment Policy, ensuring alignment with local regulatory requirements.

Liquidity & Cash Management

  • Development and implementation of liquidity strategies to optimise the bank's cost of capital and utilisation of various funding instruments, to raise funds efficiently and at favourable rates.
  • Optimisation of the bank's liquidity position by management of cash inflows and outflows, maintenance of adequate reserves, and investment of excess funds effectively.
  • Oversee cash forecasting in line with the business reporting cycles, leveraging tools and predictive analytics.
  • Define and monitor liquidity KPIs appropriate for the business and maintain appropriate stress testing models.
  • Work with the Head of Finance Operations to execute the liquidity & cash management strategy in an efficient and automated manner, including the management of external parties such as banking partners.

Investment & Financial Risk Management

  • Assessment of the bank's exposure to various financial risks, and development and implementation of risk management strategies to mitigate potential losses and maintain the bank's financial stability.
  • Design and implement FX, interest rate, and market risk hedging strategies (e.g., forwards, swaps).
  • Ensure ongoing monitoring and mitigation of counterparty, credit, and concentration risks.
  • Lead the development of a Treasury Risk Dashboard integrated with the Risk Management function.

Corporate Finance and Funding

  • Evaluation of the most cost-effective sources of funding, and negotiate and structure funding arrangements with counterparties, such as investors and banks.
  • Optimisation of the bank's capital structure to support the bank's growth and profitability objectives, including management of the bank's exposure to regulatory capital requirements.
  • Preparation and presentation of accurate and timely financial statements to reflect the bank's financial position and performance, and analysis of financial data to identify trends, assess performance, and make informed strategic decisions.

Technology, Innovation & Transformation

  • Develop the Treasury business requirements and partner with the Finance Transformation Director to deliver system based solutions for Treasury management.
  • Partner with CPTO, in particular the Settlement, Treasury & Reconciliation Value Stream, to develop innovative solutions for customers that fit within the Treasury and business strategy.
  • Champion digital treasury innovation: adoption of APIs, AI-based forecasting, data analytics, and centralised dashboards.

Team Leadership & Development

  • Build and lead a high-performing treasury team across multiple jurisdictions.
  • Develop talent through structured learning, performance management, and succession planning.
  • Foster a culture of discipline, integrity, collaboration, and innovation within the finance community.

Candidate Profile

Academic Qualifications

  • Master’s degree in Finance, Economics, Accounting, or Business Administration from a reputable institution.
  • Professional certification preferred: ACT (Association of Corporate Treasurers), CFA, CTP, or equivalent.

Experience

  • Significant experience in treasury, financial risk management.
  • Significant experience in a senior treasury leadership role within payment acquiring, digital banking, fintech or digital payments.
  • Proven record in multi-currency treasury management, cross-border liquidity, and regulatory compliance across jurisdictions.
  • Proven record in capital and liquidity management.

Technical Competencies

  • Deep knowledge of treasury operations, cash management, ALM, FX, derivatives, and investment management.
  • Advanced proficiency with Treasury Management Systems (e.g., Kyriba, FIS, SAP TRM).
  • Strong command of IFRS, Basel III liquidity principles, and local prudential regulations.
  • Solid understanding of fintech payment ecosystems, Card Scheme flows, and settlement risk.

Barclays’ payments acceptance business provides critical infrastructure to the UK economy, processing billions of pounds of payments annually for both small businesses and domestic and international corporate clients.

In April 2025, we announced a long-term partnership with Brookfield Asset Management to grow and transform the payments acceptance business by broadening the range of services offered, enhancing the experience for both existing and prospective clients. Leveraging extensive client relationships and deep experience of UK payments, we will create an environment of continuous innovation - activated by Brookfield’s global private equity expertise in payments, technology, operational transformation and corporate carve-outs - to ensure the business is strategically positioned for long-term growth.

Barclays will invest approximately £400m in the new business, the majority of which will be incurred during the first three years. Performance-linked incentives will drive greater alignment between the partners, underpinning the long-term commitment to the transformation. Barclays and Brookfield will work to create a standalone entity over time, continuing to use the Barclaycard Payments (BPL) brand and acting as the sole payments acceptance services provider to Barclays’ clients for a minimum of ten years.

Purpose of the role

  • Provide expert advice to senior functional management and committees to influence decisions made outside of own function, offering significant input to function wide strategic initiatives.
  • Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.
  • Escalates breaches of policies / procedure appropriately.
  • Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence.
  • Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate.
  • Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives.
  • Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives.
  • Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations.
  • Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area.
  • Negotiate with and influence stakeholders at a senior level both internally and externally.
  • Act as principal contact point for key clients and counterparts in other functions/ businesses divisions.
