Overall purpose of the role

  • Senior lawyer responsible for leading BBPLC Legal’s input into the implementation of all aspects of regulation affecting its businesses globally; 
  • Ensuring regular updates of the regulatory change agenda are provided to key Legal, Business and other stakeholders;
  • Acting as a key point of contact in BBPLC Legal for internal and external stakeholders in relation to regulatory change and implementation globally;
  • Working closely with BUK, BX and other central legal team, to guarantee consistency and coordinated responses by Legal to regulatory changes impacting the Group;
  • Senior lawyer responsible for leading BBPLC Legal’s input into remediation of broadly impacting, or major, regulatory breaches.
  • Representing Barclays in relation to regulatory change initiatives in relevant jurisdictions and participating in and working with relevant industry bodies and groups, in collaboration with the Legal policy team;
  • Working in close collaboration with Barclays Government Relations and Regulatory Policy teams to lead the BBPLC’s regulatory advocacy requirements and help coordinate input from the other BUs within BBPLC;
  • Monitoring legislative developments that may impact BBPLC’s businesses and developing implementation strategy with the business and other stakeholders.

Essential Skills/Basic Qualifications

Basic Qualifications:

  • Qualified Lawyer (at least 10PQE)
  • Investment Banking in-house legal experience

Candidate Skills and Knowledge:

  • Demonstrable knowledge and experience of Risk Management
  • Knows when to escalate 
  • Integrates with other core risk functions
  • Articulates firm’s governance and risk policies
  • The role will involve interacting with senior management across BBPLC businesses as well as stakeholders across Legal and Compliance, on complex legal, regulatory and governance issues.
  • The candidate must be a strong communicator, capable of explaining regulatory requirements, interpretation and developments clearly and interacting with senior stakeholders with gravitas. 
  • Makes recommendations for and can implement change.
  • Works independently with minimal supervision and demonstrates the ability to supervise where appropriate.
  • Demonstrates strong relationship management skills with clients.
  • Demonstrates the ability to take difficult decisions.

Purpose of the role

To ensure that the operations in the country or region are conducted in compliance with applicable laws and regulations, and to help the bank manage legal and reputational risks associated with these activities. 

Accountabilities

  • Development and implementation of best practice legal strategies for risk management and compliance.
  • Legal advice and support to the bank's country coverage teams on a wide range of legal issues, including regulatory compliance, risk management, project management and transactional matters.
  • Representation of the bank in legal proceedings related to its operations in the country or region, such as litigation, arbitration, and regulatory investigations.
  • Creation and review of legal documents such as loan agreements, security documents, and other financing documents to ensure compliance with applicable laws and regulations.
  • Legal research and analysis to stay up to date on changes in laws and regulations that may impact the bank's operations in the country or region.
  • Developing and delivering training programmes to educate employees on legal and regulatory requirements related to the bank's operations in the country or region.
  • Pro-active identification, communication, and provision of legal advice on applicable laws, rules and regulations (LRRs). Keeping up to date with regards to changes to LRRs in the relevant coverage area. Ensuring that LRRs are effectively allocated to, and adequately reflected within, the relevant policies, standards and controls.

  • Strategically assess and manage risks to protect the business division / function and growth.
  • Influence company policy and develop functional procedures in conjunction with senior leaders / strategic positions across the business.
  • Demonstrate interpretative thinking for innovative solutions in complex situations and conceptual thinking in completely new situations.
  • Exercise management authority to make significant / complex business and strategic decisions that impact the Barclays Group, business division or function.
  • Negotiate with and influence stakeholders at a senior level both internally and externally and foster growth for Barclays business.
  • Mandated as the business division/ functional spokesperson or representative to external bodies and shapes the public image of Barclays.
  • Demonstrate exceptional knowledge of how business divisions and functions integrate with the Group to achieve the overall business objectives alongside industry theories and practices within own discipline.
  • Maintain broad and comprehensive functional expertise and significant product knowledge.
  • Accountable for the control and governance agenda of the business division / function.
  • Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays.
