Join us as an "AVP Whistleblowing Investigations Oversight " at Barclays, where purpose of the role is to support the operation and management of

the whistleblowing programme working for the Whistleblowing Investigations

Oversight (WIO) team within WI.  The role will support WI’s aim to be a

world class influential whistleblowing investigations service that is respected

for being proactive and offering deep expertise and data drive insights. 

The focus of the role is to lead day to day responsibilities,

including QC,  for the WIO processes overseeing whistleblowing cases,

helping to ensure WI globally delivers a consistently excellent standard of

whistleblowing investigations.

To be a successful an "AVP Whistleblowing Investigations Oversight", you should have experience with (Mandatory)

  • Working  with the Case Management VP in the handling and oversight of whistleblowing cases throughout the end to end WI process for     whistleblowing cases.  

  • A focus on WI’s oversight of whistleblowing investigations, including completing QC of Investigations at various checkpoints throughout the investigative lifecycle to ensure an appropriate investigation has been performed in line with WI processes around the handling of cases, the whistleblower has been engaged and Developing  a subject  matter expertise in whistleblowing at Barclays, working with colleagues in the wider WI team to ensure a consistently excellent standard in the investigation of concerns and treatment of whistleblowers.

  • Responsibility for the delivery of Speak Up sessions with internal stakeholders and promotion of the Whistleblowing Programme.

  • Acting as a point of escalation for a team of Glasgow based WIO analysts, coordinating workload, allocating tasks and overseeing output.

  • Delegated responsibility for a range of whistleblowing programme oriented tasks to assist the Whistleblower Engagement Lead and Whistleblower Programme Lead with fulfilment of their roles, including acting as a Record Champion and Secretariat, when required.  

  • Maintaining the confidentiality of whistleblowing cases, including ensuring that appropriate controls regarding the protection of whistleblower identity are adopted in line with the whistleblower’s identity preference. 

  • Assist with timely implementation of WIO strategy and priorities where relevant, including assisting in communicating key messages and updates to the global team.

  •  Due to the confidential and sensitive nature of the work conducted by WI, the role holder is expected to act with discretion, integrity and empathy and have a strong moral compass. The role holder should be someone who works well under pressure to deliver multiple deliverables, alone or as part of a team, and is able and willing to adapt to change. They must be curious and able to challenge information and is willing to look at data in different ways and be someone who is able to interpret information and relay this in a clear and succinct manner and able to pitch to colleagues at the right level.

  • The role holder will be expected to maintain confidentiality and act with discretion at all times and will be expected to be a positive culture carrier for the team and to display the Barclays Mindset. 

  • Excellent communication, negotiation and presentation skills.

  • Understanding and experience of good governance and controls.

  • Understanding of (or ability to understand) and operate within the Compliance Risk Framework.

  • Ability to operate with a continuous improvement mindset, identifying opportunities for enhancements.

  • Strong organisational skills, capable of prioritising actions, identifying potential delays and forward planning delivery.

  • Experience of working with, in a collaborative and effective manner, stakeholders at a range of corporate grades.

  • Excellent written and strong oral communication skills.

Purpose of the role

To conduct investigations into various aspects of the bank’s operations and/or conduct of individuals to identify and address potential instances of non-compliance, fraud, misconduct, or other unethical behaviour, that harms or is likely to harm the reputation or financial well-being of the firm or may lead to legal and/or regulatory censure. 

Accountabilities

  • Identification and evaluation of potential risks associated with non-compliance or unethical conduct and implement risk mitigation strategies.
  • Leading the investigations into alleged violations of policies, regulations, or laws.
  • Provision of training programs to enhance awareness of compliance issues and ethical conduct among colleagues.
  • Documentation of investigation processes and provision of recommendations for corrective actions and improvements based on investigation findings.
  • Utilisation of advanced technology and data analytics tools to enhance the efficiency and effectiveness of investigations.
  • Utilisation and assessment of relevant internal and external information and intelligence in furtherance of the investigation.
  • Where applicable, fulfilment of any necessary external legal and/or regulatory reporting obligations.

  • Consult on complex issues; providing advice to People Leaders to support the resolution of escalated issues.
  • Identify ways to mitigate risk and developing new policies/procedures in support of the control and governance agenda.
  • Take ownership for managing risk and strengthening controls in relation to the work done.
  • Perform work that is closely related to that of other areas, which requires understanding of how areas coordinate and contribute to the achievement of the objectives of the organisation sub-function.
  • Collaborate with other areas of work, for business aligned support areas to keep up to speed with business activity and the business strategy.
  • Engage in complex analysis of data from multiple sources of information, internal and external sources such as procedures and practises (in other areas, teams, companies, etc).to solve problems creatively and effectively.
  • Communicate complex information. 'Complex' information could include sensitive information or information that is difficult to communicate because of its content or its audience.
  • Influence or convince stakeholders to achieve outcomes.
