What will you be doing:

Barclays seeks a Director, Financial Crime Business Oversight Compliance, based in the UK, who will Business Oversight Compliance for the Investment Bank across EMEA and global delivery of the financial crime strategic plan. 

Fundamental to the role will be an ability to actively contribute to and collaborate with counterparts in the wider Financial Crime function to achieve consistency and the sharing of knowledge. The successful candidate will also work very closely with other Compliance and Legal colleagues in order to deliver a coordinated approach that is proactive and preventive. 

The role will support the Head of Financial Crime for the Investment Bank and UK Corporate lead thematic workstreams across the function. The individual will represent Financial Crime BOC across EMEA for IB.

Key Accountabilities

Reporting into the Head of Financial Crime Investment Bank and UK Corporate, the role holder will: 
•    Provide strategic advice and direction on financial crime matters to business leaders across the IB (bankers, relationship managers and risk managers), including matters related to money laundering, bribery and corruption, and sanctions.
•    Enable an effective working relationship between Financial Crime and IB businesses on matters relevant to financial crime prevention, including escalating significant matters, providing additional information, analysing/interpreting legal, regulatory, and internal policy/procedure issues.  This includes proactively escalating financial crime risks to the Head of Financial Crime Investment Bank and UK Corporate, and First Line of Defense stakeholders.
•    Provide strategic guidance to inform and challenge the business direction and strategy, being responsive to changes in both the internal and external environment (given the broad geographical footprint of the IB business, and more broadly Barclays International).
•    Represent the IB Financial Crime BOC Team at business governance and oversight forums, serving as steward for the Function in combating financial crime in society.
•    Provide independent oversight of the appropriate response (both tactical and strategic) to issues as they arise within IB businesses relating to financial crime or where required to support the broader financial crime agenda.
•    Lead thematic workstreams, in doing so, deliver a new ‘way of working’ across Barclays International. 
•    Ensure that all advice, activities, and duties executed by Financial Crime BOC are consistent and compliant with regulatory requirements, Barclays Enterprise Risk Management Framework and internal Barclays Policies and Standards. This includes oversight of operational services provided by First Line of Defense colleagues.
•    Foster strong partnerships with internal and external stakeholders – including regulatory and industry bodies – to ensure consistency and the highest standards of practice.  
•    Review and challenge financial crime control environment and risk assessments undertaken by the First Line of Defense (including those undertaken by shared services or outsourced service providers).
•    Provide independent oversight of the implementation of Group Policy or updates to local financial crime prevention policies and procedures. 
•    Ensure a firm-wide approach to client and control-environment matters, ensuring consistent application across Group. This will require working with peers in Financial Crime function in order to deliver the right outcomes for the Group at large.
•    Provide advice on threats and vulnerabilities including emerging horizon matters. Contribute to the effective implementation of agreed plans and objectives, deliverables and outcomes as set for Financial Crime.
•    Serve as a role model to Financial Crime BOC colleagues with the goal of developing and advancing talent.

What we’re looking for:

•    4-year bachelor’s degree
•    10+ years’ experience in Financial Crime in a UK or global financial institution.
•    Strong technical knowledge of Investment Banking business and Financial Crime subject matter.
•    Strong experience of delivering high quality anti money laundering risk management for a sophisticated client base.

•    Stature and necessary interpersonal skills to challenge and influence.
•    Ability to deal with high levels of ambiguity and simplify outputs and recommendations.
•    A natural change manager and project leader, comfortable in fast growing and complex environments and ability to move effortlessly between strategic topics to day-to-day regulatory risks.
•    An ability to create an environment to spot short-, medium- and long-term opportunities and synergies; excellent business judgement and a willingness to exercise it.
•    Excellent interpersonal skills, an effective communicator and possess strength of character.
•    An excellent ability to challenge, independently and constructively, senior management, peers, and other executives where appropriate, to achieve engagement and drive delivery.
•    Proactive, energetic, and resilient with a can-do approach, self-starting and results focused.
•    Decisive, clear, and capable of acting at speed and have the energy and resilience to maintain progress against significant challenges.
•    Be an advocate for doing the right thing, be self-motivated and enthusiastic.
•    Strong written and oral communication skills particularly as relates matters of law and regulation and how they apply to business and client matters.
•    Excellent interpersonal skills, an effective communicator and possess strength of character.
